This article presents the results of a study of government policy changes and trends in primary education since 1990. A qualitative descriptive study of NVivo based on Clark's Theory of the Primary Education Regulation Triangle (1983) and Brown and Clarke's (2006) Thematic Analysis of General Education Regulation was conducted in NVivo. Analysis of policy documents and research interviews has shown that since 1990, the three forces of the Mongolian primary education system, the state, the market, and the institutions, have been in constant interaction, but over the past decade, government regulation has increased dramatically. |
